After looking further into what's going on with T154_dismanpingmib_simple, I discovered that the test script checks if the UID is 0 before it checks if disman/ping was enabled. https://sourceforge.net/p/net-snmp/code/merge-requests/16/ reorders the check to prevent any confusion when the module is not enabled at all.
