The snmp implementation and agentx protocols work by sending multiple SET "phases" to ensure that the entire transaction can be successfully handled or all reverted if not. Thus there are two reservation steps indicated by the action being performed at the time (RESERVE1 and RESERVE2) that are passed to your code to ensure you can actually do something.
