I don't know of any standard mibs for this, and even if there was one, it
hasn't been implemented for net-snmp yet.

Your first task is to find a way to get the data from the OS. For example, on
linux you could set up iptables packet filters to report bandwidth by port.

Once you have the data, you can use the extensible mib support (see the
snmpd.conf man page) to report it via snmp.
