I suspect that somewhere in some snmpd.conf file your settings are
getting overridden.  Try running snmpd with the -Dparse flag, which
will tell you where it's getting set from.  Also, what happens if you
read the snmpEnableAuthenTraps object?  Is it set to enabled (I assume
so)?
