No - that's wrong.
The access control rules *should* be in "snmpd.conf" because they are
only relevant to the agent. "snmp.conf" is used for client-side settings.
But you need to be aware that there are (at least) *two* snmpd.conf
files. There's the one for static configuration information
(typically in /usr/local/etc/snmp or /usr/local/share/snmp or similar)
This is used for things like access control settings, and the like.
And then there's the dynamic information, that's re-written by
the agent whenever it restarts. That's typically in the file
/var/net-snmp/snmpd.conf and is used for things like the SNMPv3
engine information, and creating SNMPv3 users.

source? In particular, what did you say to the question about
"snmpd persistent storage location"
