For a long time, there has been a MIB variable
            UCD-SNMP-MIB::versionDoDebugging
which can be used to turn debugging on/off dynamically,
but doesn't give any control about *what* should be debugged.

With the 5.1.x line, there's new subtree
            NET-SNMP-AGENT-MIB::nsConfigDebug

which *does* give this level of fine control.
Have a play with that.

It's probably not as mature as some of the other bits
of the agent, so be prepared for bugs.  But it should
meet your requirements.
