It seems that the library doesn't think that there are *any*
files in your personal /home/fawad/.snmp/mibs directory.

What does
                ls -l /home/fawad/.snmp/mibs
look like?

Try
        rm /home/fawad/.snmp/mibs/.index
        rm /usr/local/share/snmp/mibs/.index

and then run the snmptranslate command again.
Is the output any different?
Is the debugging output any different?
