OCTET STRING   and no IMPORT is needed.

If you want to encourage management applications to display the value
in hex, then it might be worth defining a suitable TEXTUAL-CONVENTION
and use that as the SYNTAX.
  See
        SNMPv2-TC::PhysAddress
or      SNMPv2-TC::MacAddress

as examples.
