Looks like the command isn't finding the MIB file.

a) You probably need a colon ':' rather than a semicolon ';'
to separate the two directories.
b) If you just want to *extend* the list of places to look,
then you're better off using
MIBDIRS=+~lejanson/mibs
c) I very much doubt that the library recognises the ~user
syntax anyway. Try with the full pathname instead.
