There is currently a working group starting up in the IETF that is looking at
something similar. It is more generic, but uisng local authentication for
SNMPv3 is one of the options that may be explored. See

However, the IETF is not know for rapid deployment. In other words, don't hold
your breath waiting for this. ;-)
