Hi, 
I downloaded net-snmp source package from the net-snmp site

1. rpm -ivh net-snmp-5.1.2-1.src.rpm
   this created a .tar.gz file in /usr/src/redhat/SOURCES folder.

2. copied the tar.gz file from th /usr/src/rehat/SOURCES to a         
   local folder and untared and gunzipped the file.

3. Made required changes to the master agent and did tar of the
   net-snmp-5.1.2 and gzip of the net-snmp-5.1.2.tar

4. Copied the same into the /usr/src/rehat/SOURCES. Removed the old
   .tar.gz file 

5. Executed rpmbuild --bb net-snmp.specs

6. This after successful completion created
   net-snmp-5.1.2-1.rh9.i386.rpm,
   net-snmp-debuginfo-5.1.2-1.rh9.i386.rpm &
   net-snmp-devel-5.1.2-1.rh9.i386.rpm.
   files

7. Removed the old version by executing 
   rpm -e net-snmp
   removed all the dependencies.
   Installed atrpms, perl-Tk

8. Installed net-snmp-5.1.2-1.rh9.i386.rpm in another machine 
   rpm -ivh net-snmp-5.1.2-1.rh9.i386.rpm
   after successful installation. It did not create net-snmp folder in
   /usr/include folder
