Well, since the website uses the words

  "For questions regarding web content and site
   functionality, please write to the net-snmp-users
   mail list"

at the location of the link to the webpage for the users group,
you might think that the click would lead to a compose window.
Hence, I think a suitable change is not only appropriate, it is
also obvious as to its form and content.  My suggestion:

  "For questions regarding web content and site
   functionality, please write to the net-snmp-users
   mail list.  Click here to sign-up for the users
   mail list, and click here to go to the users mail
   list archive."

and have the corresponding links on the words *here*

I do understand the point about working to restrict the submission
of spam to the users group.  It is just that words have meaning,
and the notion expressed by the words used is not in keeping
with the apparent intent of the webpage designer.  I think the
words that I suggest are far more evocative of the result of clicking
on the link, than are the words now used on the index page of
the Net-SNMP website.
