Which projects did you compile? Just 'netsnmpmibs' and 'snmpd'? Or did you try compiling everything first? I'm no Windows expert, but it looks as if you haven't compiled the basic SNMP library (either 'libsnmp' or 'libsnmp_dll'). The safest approach is probably to use the "Build all" option.
