Are you still having problems running Net-SNMP under NT4? I just tried on NT4 SP4 server, and the applications worked fine.
If you are still getting the error, try this:
snmptranslate -Dall -IR -Td linkDown 2> c:\snmptranslate-debug.txt
It would be good to see how far it goes before it crashes. Let me know what the last 40 lines or so are.
