Most if not all of the The HOST-RESOURCES-MIB is not implemented under Windows. Andy Smith is working on adding support for Windows, but I am not sure how far he is with it. The README.agent-mibs file describes what is implemented on the various platforms.
If you need to use both the Microsoft and Net-SNMP agent on the same machine so you can access the best of both, you should be able to by following the instructions in the 'CO-EXISTENCE WITH MICROSOFT SNMP SERVICES' section of the win32\dist\readme.txt file. I should really merge this info in to the main README.win32 file..
