It looks like configure failed to figure out how to link perl into the application. My guess is that this will take a bit of work in figure out why it failed to included the right libraries.
FWIW, the exact same "./configure --enable-embedded-perl --enable-shared && make" works fine for me with net-snmp 5.2.1 on a fully updated Debian Sarge.
