Running snmpconf I chose "nobody" as the user to run
the snmpd as. What are the ramifications for doing so?
Does this put limitations on the ability to read
system process tables?

Is running snmpd as root inherently non-secure and strongly unadvised?
For the reasons given above, most people probably haven't changed the default of running as root. Still, some have (including me). YMMV.
A more sophisticated privilege separation model may allow to drop privileges for some of the code *without* losing functionality, but this'd most definitely be a non-trivial effort.
