The Net-SNMP agent uses the standard SNMP MIB tables for configuring
trap destinations - snmpTargetAddrTable, snmpTargetParamsTable and
snmpNotifyTable.  The "trapsink" (and similar) directives are simply
a convenient way of setting up suitable entries in these standard tables.

You can manipulate these tables directly to set up new trap
destinations dynamically.  See the SNMP-TARGET-MIB and
SNMP-NOTIFICATION-MIB for details.
