What platforms (and releases) give you this error?
It seems that some platforms don't let you open the same port for ipv4 and ipv6
at the same time for all addresses. Or at least they don't like the way our
code tries to do it.
Try just specifying udp6:161, and see if it still responds to ipv4 packets.

You can use different ports (but 162 is a bad choice, as that is the standard
port for traps), but then your clients/managers have to be configured to use
the non-standard port.
