But you haven't told it to read any additional MIBs.
Just where to find them.
-M affects the list of MIB directories to look *in*.
It doesn't affect the list of MIB files to look *for*.
Try
snmpd .... -M +/root/.snmp/mibs_3x -m +XXX-MIB ....

But this command doesn't seem to include the -M flag.
Try
snmptranslate -M +/root/.snmp/mibs_3x .....
