It depends on the counter (and often on the O/S as well) Some object values are cached by the agent, which will therefore report slightly "old" results. Other objects are retrieved directly from the underlying system every time. There's no One Right Answer. We'd need to know the exact MIB object(s) you're polling, the O/S that the agent is running on, and the version of the agent.
