Patches are applied using the "patch" command to the source tree, and re-building. But the patch that you mention was included in 4.2.4 and above. If you upgrade to a more recent version, you'll get the corrected behaviour automatically. Try getting the 7.3 ucd-snmp RPMs from the Fedora Legacy website.
