Please note that 4.2.1 is *VERY* old (well over 4 years now),
and a lot has changed in the meantime - including a number
of security patches.  Even RedHat 7.3 itself shipped with
version 4.2.4.

We *STRONGLY* suggest that you upgrade to a more recent version.
Either the latest 4.2.x release (4.2.6 or 4.2.7.pre1), or one
of the 5.x releases.

Patches are applied using the "patch" command to the source tree,
and re-building.  But the patch that you mention was included in
4.2.4 and above.  If you upgrade to a more recent version, you'll
get the corrected behaviour automatically.

Try getting the 7.3 ucd-snmp RPMs from the Fedora Legacy website.
