First question - where did you obtain these binaries from?
The Net-SNMP sourceforge site, RedHat themselves, or somewhere else?

The binary distributions we supply would normally look for their
configuration under /usr/local/etc/snmp (or /usr/local/share/snmp)
rather than /etc/snmp.

We don't include an snmpd.conf file - rather than try to second
guess what your requirements might be, we leave it up to you to
specify this for yourself.

Try running 'snmpconf -g basic_setup'
or just create an snmpd.conf file containing

        rocommunity public

which should get you started.
