Let's be clear about this.
You originally tried:

But you're saying that:
snmpset -cpsi -v1 192.168.2.101 prtcoverdescription.1 s "DE"
^^^
*also* gives "Index out of range" ? That doesn't feel right.
I can quite believe that the SET request fails, but it would
normally give a different error - not "Index out of range".
If that is the case, then I'd suggest you try to narrow down
where the problem is occurring. Try
snmpset -cpsi -d -v1 192.168.2.101 prtcoverdescription.1 s "DE"
Do you see the packet dumps (for request and response) or not?
