In that case, I suggest you consider employing an SNMP contractor,
and get them to sign a non-disclosure agreement.
There is no way that we can reasonably be expected to help you
solve a problem, if we don't know what the problem actually is.
The more unfamiliar you are with SNMP, the more dangerous it is
to try and "simplify" your examples - particularly if you don't
reveal that this is what you are doing.

There's no single "snmpset syntax" for creating or deleting a row.
Doing this depends very much on the characteristics of the table
that you are referring to. It's impossible to answer that question
without seeing the full MIB.
I suggest that you talk to the person who designed the MIB for
you, to discover the intended behaviour of these tables.
