No. Both "mibII" and "snmpv3" refer to the MIB tables that are implemented, *not* to the versions of SNMP requests. It is possible to omit the SNMPv1/2c handling code completely when compiling the software (though not SNMPv3). But the easiest approach by far is to use suitable access control settings.
