It really doesn't matter - whatever's clearest for you.

If it's stored under 'agent/mibgroup' then you can easily
incorporate it into the main agent (using "configure").

But if you're only interested in compiling this as an AgentX
subagent (or a dynamically loadable module), then it doesn't
matter at all where you put it - it doesn't even have to
be within the net-snmp source tree at all.
