Hmmm...

The only approach that springs to mind would be for the first
application to manipulate the VACM tables to disable SET access
for the relevant MIB regions before doing the GET, and then
re-enable them afterwards.

Or else have some form of out-of-band synchronisation between
the gathering process and any active N/W management software.

Ignore Ramji's comment about MAX-ACCESS - I don't believe that's
at all relevant here.
