Because some MIBs have only been implemented on certain systems,
and other MIBs are sufficiently new and untested that it feels
premature to impose them on people until they have matured a bit.
By making certain modules optional, it means that it's probably
only the more experienced administrators who will try them out.
And they will realise that such modules are probably not as
solid or reliable as the standard set.
As we become more confident about the behaviour of these optional
modules, we can consider including them within the default build
configuration. We're moving towards including more and more by
default, but this has to be balanced against the risks involved,
particularly with relatively untested code.

Which version of the agent are you working with?
The most recent release (5.3.0.1) *does* include the Host Resources
MIB by default. At least on those architectures where it is supported.
Remember that each operating system will handle things differently,
so it's not a matter of implementing the MIB once - we typically
have to re-implement bits of it several times.

Again, which version are you using?
The Disman Event MIB has also been included as part of the default
build configuration with the 5.3.0.1 release (on *all* architectures,
and almost completely re-written).

The 5.3.0.1 release supports the Event and Schedule MIBs - both
configured in by default. There is preliminary work on a new
implementation of the Expression MIB, but this is far from complete
and is not really useable. Depending on how this develops, it
*might* become part of the default configuration for 5.4, but
we'll have to wait and see. (That's actually what I'm actively
working at the moment!)

Not at all.
There are several ways to enrich the agent - using external
scripts, dynamically loadable modules, subagents or fully
integrated code. It's only the last that requires a full
rebuild.
Please see the FAQ entry:
How do I add a MIB to the agent?
(and related sections) for more information.
