Ignore all the discussion about IF-MIB, and ifXTable and the
like.  It's a red-herring in your situation.

It will only be ON if you have explicitly turned it on.
This is not shipped active by default.  *You* must enable it.

In the file 'snmpd.conf'

The man pages 'snmpd.conf(5)' is purely concerned with
describing the directives that can be used in this file.
Anything that is covered in this man page, you can
add to the configuration file.

By editing the snmpd.conf file, and adding the line

        linkUpDownNotifications  yes

But note that you will also need the other access-control
stuff discussed in the DisMan section (at a bare minimum,
'createUser', 'agentSecUser'/'iquerySecUser' and 'rouser'
directives).

I don't think you've ever said which version of the software
you are using?   It would be easier to help guide you if we
knew which version of the man pages you have!
