Then the management application is broken. It should issue a GETNEXT request on ifPhysAddress.1 to retrieve the next interface, which would return ifPhysAddress.65539. Entries in the interface table are *not* guaranteed to appear in strict numeric sequence (though this is probably the most common arrangement). Complain to the vendors of this application.
