It (currently) relies on SNMPv3 users. In principle, DisMan queries ought to be able to use SNMPv1 or SNMPv2c community strings (not users). But the Net-SNMP access checks don't allow this - any such requests would fail. It's on my list of things to fix. But that's a fairly long list....
