I've just had a very quick look at the code, and there
doesn't seem to be an snmpd.conf (or snmp.conf) token to
configure logging.
I may have missed something, but I think you're out of luck.
IIRC there's a "logOption" config token for snmptrapd. Check the
snmptrapd.conf(5) manual page for details.
