agentxPingInterval is configurable with this patch.

Hello list, 

I have attached the files modified to support configurable ping interval
at SubAgent using the tag "agentxPingInterval" in <subagent_appl>.conf
file.  These files are based on NET-SNMP-5.2.2.  Please let me know how
do I submit the patch?
