Suppose the agent checks the link at 12:00, and again at 12:10.
If the link is working properly at both times, then no - it will not
generate a trap.
This is true even if the link was down from 12:01 to 12:09 - the agent
is *only*
aware of the status at the precise points at which it checks the link.
It's not a
magic box - it can only work with what it actually sees.

That's why the documented configuration includes "-r 60" - so that it
will detect
failures reasonably promptly.

Yes.
If one sample shows the link down, and a later sample shows the link up
again, then
this will trigger a 'linkUp' trap. (Again, only one, and only when the
status is
sampled - not immediately the link comes live).
