I'm using my own initial ram disk (initrd) image which the bootloader loads,
along with the Kernel image. My main initrd startup script handles all
needed driver loading, file system preparation, and loading of network
settings and services. Along with the services (web, ftpd, etc) I also
launch snmpd. For some reason, snmpd won't start at this early boot up stage
(stage prior to launching /sbin/init, on my case, I'm using busybox). Other
services, like httpd, dhcpd, a DB system, proftpd, etc, launches without any
quirks at this level (prior to calling /sbin/init).

Hhhmmm... it will be very difficult for me to explain why other
network-based services gets launched without issues. Anyways, I will try to
check some more.
