IANAL, but my understanding is that this should be sufficient.
If you aren't redistributing the software, even this may not strictly
be necessary, but it's probably safer to comply (just in case).

No.  It might be only courteous, but there's no requirement to do so.

Ummm...   I'm not 100% sure.
My take on this would be that if you are shipping a binary that is
statically linked, then this is implicitly redistributing the Net-SNMP
library code, so you *would* need to include the copyright notice.
  If your binary is dynamically linked, then you'd be relying on
Net-SNMP libraries that are already installed on the target systems,
so your application doesn't actually include any Net-SNMP code at all.
 So the copyright notice might not be strictly needed.

However:
  a)  it's probably safer (and politer) to include the copyright notice anyway.
       You should be OK to replace the first block of text with
something more suitable to your application, but leave the text of the
copyright notices themselves untouched.
  b)  I am not a lawyer, and you'd be advised to have your lawyers
check all this.
