Ish.
In principle, the DisMan stuff should be able to monitor values on a
remote system
(using DISMAN-EVENT-MIB::mteTriggerTargetTag).

In practise, I'm not sure whether this has been implemented -
certainly not well tested.
A quick scan of the code certainly seems to indicate that this feature
is not supported.

Presumably the router isn't running Net-SNMP?  (Or some other
DisMan-capable agent)

Either a cron-based polling app, or a long-running monitor - yes,
that's probably the most promising way forward.
