Probably - yes.
So it would be sensible to have separate SNMPv3 users that are only used
for sending notifications, and have no further access rights.
If you'd sent your request to the mailing list, then security experts might
perhaps have been able to offer alternative (and more informed) suggestions.
But you didn't, so they can't :-)
