Not quite.
These trap OIDs are defined as children of the "snmpTraps" node,
which is part of the snmpv2 subtree.  That makes sense, because
representing traps as OIDs is associated with SNMPv2 (covering
both SNMPv2c and SNMPv3).
  The purpose of this subtree is specifically to hold standard
SNMPv2 trap OIDs.

This is not the same as the SNMPv2-MIB.
Remember that all MIB files are combined into a single OID tree.
It doesn't matter how this tree is divided between various files - all
the information is merged, and the agent treats it as a single tree.

Exactly.
These two particular traps are associated with the behaviour of
interfaces, so it makes sense to define these two traps in this MIB.

Fundamentally, it doesn't matter which MIB defines these traps,
or what OID is used for them.  Just as long as the OIDs are unique.
