Well, this one is implemented.
How do I check the access control settings???

The first way is to create a private or public community who accesses
these parameters.

Apart from this, is there any other way to check this???
Any pointers to the underlying code wherein I can enable some debug and
get this information?

The agent running on machine 10.0.5.166 doesn't implement this
particular MIB
object (or its access control settings don't allow you to see it).
