The openssl-devel package *was* the issue. Once I installed the openssl-devel-<version>.rpm, the configure script was able to find the openssl stuff and I was allowed to build the agent with support for MD5/SHA/AES/DES support. It's been a while since I've used an RPM based distro, but it looks like openssl-version-dev isn't installed.
