I suspect that you've actually got *two* agents on the system.
There is probably an existing (vendor supplied?) agent which
is already running, and thus prevents the new agent from
starting up properly.
a) Try running the Net-SNMP agent on a different port,
and see whether:
i) it starts up OK
ii) you can query it
b) Try shutting down the Net-SNMP agent, and then make
sure there are no other SNMP-related processes running.
Then start the Net-SNMP agent up again (on the normal port)
and see what happens.
