That file looks good.
(Well, apart from having two trap entries, pointing to the same destination!)
Given the information you've provided, things should be working.
My suspicion is that the agent isn't reading the config file that you
expect (or possibly isn't running at all).
Please try shutting the agent down, and restarting it using the
options:
-f -Le -d -Dread-config
You should be able to see it reading in your access control settings.
Note that the http://www.net-snmp.org/wiki/index.php/FAQ:Applications_04
entry specifically refers to turning on packet dumps on the *agent* side,
to check whether the agent is actually receiving the requests sent by
the client.
