All,
there is a mistake in the code of one particular file
Net-snmp-5.4/include/ucd-snmp/util-funcs.h
Here in this file the line which reads as #include <net-snmp/util_funcs.h>
should have been written as #include <net-snmp/agent/util_funcs.h>
