I saw a similar failure with other mibs when the access table was not setup properly. If read only is specified and you try read/write then you would see this error as well. The config is in snmpd.conf

No - they have *MAX* access read-write. That doesn't automatically mean that the agent contains the code necessary to support SET requests. It's fairly common to implement a read-only view of a MIB table. Reporting the current state is much easier than updating it.
