Only if you write the external application as an AgentX subagent. It could then issue an AgentX notification request, which would be sent out from the main agent to all configured destinations. Such a subagent wouldn't have to handle GET or SET requests. If it didn't register any OIDs, then the master agent wouldn't send any requests to it. That's probably the cleanest way.
