I have 2 versions of IP-MIB, the one that installed with Net-SNMP seems to
be down-rev.
ipMIB MODULE-IDENTITY
LAST-UPDATED "9411010000Z"
ORGANIZATION "IETF SNMPv2 MIB Revision Team"
A more recent copy is this:
ipMIB MODULE-IDENTITY
LAST-UPDATED "200602020000Z"
ORGANIZATION "IETF IPv6 MIB Revision Team"
Was a mistake made, or is this meant to be the highest support level for
IP-MIB?

No.
It relies on a major restructing of the CPU-related code, which was
introduced for the 5.4 release. This is not really available for 5.3
(There were preliminary versions of some of the code, but not something that
was really useable).
Your best bet might be to take the 'mibgroup/hardware' subtree from 5.4,
and add that to your 5.3 tree, together with the 5.4 'host/hr_proc.c'
file.
