This behavior is same with Net-SNMP based as well as non-NetSNMP
based SNMP clients.

That's a normal part of the SNMPv3 conversation.
The first request will typically include a null engineID,
and is expected to trigger an "unknown EngineID" report.
This report will include the engineID of the agent, which can
then be extracted and used in the second retry - which ought
to succeed.

I haven't analysed the ethereal trace, but the screenshot
seems to indicate that the second request is still using
a null engineID (which will therefore also fail).
