Thanks for the help! I reinstalled net-snmp from the source rpm and I am able to poll ifLastChange now.

The ifXTable support is relatively new, and has only really stabilised in the 5.4 release (It was included in the 5.2.x and 5.3.x sources, but had to be explicitly enabled when compiling the code). Even with the 5.4 code, this table isn't necessarily available on all architectures. The 5.1.x line doesn't include support for the ifXTable at all.
